Statement of Purpose and its use.

A Statement of Purpose is a legal and regulatory requirement for services regulated by Ofsted and the Care Quality Commission.

It is a formal document that clearly sets out what your service does, who it supports, how it operates, and the standards of support and care or education it provides.

For regulators, your Statement of Purpose is not optional — you cannot register a regulated service without one.

Why Regulators Require a Statement of Purpose

Regulators use the Statement of Purpose to:

  • Understand exactly what service you intend to provide

  • Assess whether your service meets legal and regulatory requirements

  • Ensure your service is safe, appropriate, and fit for purpose

1. What is a Statement of Purpose and why do I need one?

A Statement of Purpose is a statutory document required under the Ofsted and CQC regulated provisions and services for Adults and for Children's services. It sets out how your service operates, who it supports, and how quality is monitored.

Ofsted and CQC, placing local authorities and commissioners use it to understand your service and assess whether your practice aligns with your stated aims and policies.

2. Is this Statement of Purpose compliant with Ofsted / CQC requirements?

Yes. The Statement of Purpose has been written to align with:

  • Regulations 

  • Current Ofsted and or CQC inspection expectations

  • Safeguarding, health & safety and governance standards relevant to the specific service.

It is designed to be inspection-ready, provided it is accurately personalised and implemented.

3. Is the use of one sufficient across services ? 

No, each product is specifically written for the different services.
For example a Children’s Home Statement of Purpose will not meet the requirement of the supported accommodations for 16 / 17 year olds service etc. 

If you operate a supported accommodation for young persons, a different SOP would be required.

4. Can I customise the document for my service?

No. The Statement of Purpose works alongside your policies and procedures.

Yes. Inspectors frequently refer to the Statement of Purpose during inspection to:
